This is a reasonable attempt to explain the pyramid.
Keep in mind though that this all changed this season with the introduction of another league at step 3 and another at step 4.
The F.A. Officials due to their rigid simple nature want to enforce a 1-2-4-8 scenario. Whilst this would simplify things if the country was equally divided with an equal number of teams in each division it will never work in practice. There will always be teams being transferred between leagues at the same level.
